The Town of Apex operates under the council-manager form of government, in which voters elect a Mayor and five Councilmembers (the Council) as the town’s governing body. Council-manager government combines the strong political leadership of elected officials with the strong managerial experience of an appointed manager or administrator.
How it Works
How council-manager government works is a simple flow process. Voters elect the Town Council, the Town Council hires the Town Manager, the Town Manager manages the town staff, the town staff reports to the Town Manager, the Town Manager reports and advises the Town Council, and the Town Council is responsible to the citizens.
