Dirt roads are typically paved by developer contributions or by NCDOT’s Secondary Road Improvement Program. The program was established to improve the safety and surface pavement of secondary roads throughout North Carolina. The warrants for paving secondary roads are based on several factors including Average Daily Traffic (ADT), number of school buses, number of homes per mile, and vehicular accidents.
